The discount is valid on the Singapore version of hotels.com. Basically, all you have to do is to change the country to Singapore, but otherwise everything is the same (you can still any currency you want and make reservation in any country you want) - see print-screen:
To get the 10% discount, proceed to the reservation as usual, then, in the payment window, look for the section "Apply a discount code", below the total price, on the right side of the screen. Type in the code and push the button "Apply".
As usual, the coupon is not valid for large international hotel chains.
